Line spacing is unstable. ie. setting line spacing to single space by
either the tool bar or "paragraph" does not set spacing. Upon enter
the spaces sre several lines apart. Often off the screen view.How can
this problem be solved?

Fix Stubborn Formatting in MS Word
"Do you ever find that you just can't fix the formatting in an MS Word
Document? No matter what you try, the formatting just refuses to
change?
In order to start with a clean slate, simply remove all formatting
from the selection by selecting the block of text and pressing
CTRL+SHIFT+N.
Alternatively, you can use MS Word's Reveal Formatting task pane to
modify the formatting. In Word 2003, just hit SHIFT+F1; in Word 2002,
select Reveal Formatting from the Format menu ..."

Correct "line spacing" does not format. Such as single space (1), one
and one half(1.5), double (2) line spacing. actual line are separated
by many blank lines spaces.

Line Spacing 
Line Spacing sets the amount of space between lines within a
paragraph. Single spacing is the default. The spacing for each line is
set to accommodate the largest font on that line. If there are smaller
fonts on the line, there will appear to be extra space between lines
where the smaller fonts are located. At 1.5 lines, the Line Spacing is
set to one-and-a-half times the single-space amount. For double-spaced
lines, the line spacing is set to two times the single-space amount.

 

Highlight the first paragraph you typed, starting with "We will use"
and ending with "within a paragraph."
Choose Format > Paragraph from the menu. 
Choose the Indents and Spacing tab. 
Click to open the drop-down menu on the Line Spacing field. 
Click 1.5 Lines. 
Click OK. Your line spacing for the paragraph is now 1.5.
