I am an employer and I'm wondering if it is illegal to lower someones hourly rate

I am sure someone will give you a better answer but after looking over
the wage laws I could find (FLSA)- I can only determine that as long
as they are not under contract, and their pay is not below minimum
wage, it is legal to reduce their pay.
