Do I put laquer over a plaster-on-wood screen that is deteriorating to
prevent further deterioration?  Or is there a better way to prevent
further deterioration?

hi.

it would be advisable for you to first restore the piece completely
before laquering it.
a coat of Polyurethene should do the job.
