is there a shop for half size, pre-teen aged girls, ages9-13, who cannot
wear size 16 childrens clothes?

Hello!

There are a few resources on the net for plus sized kids clothing.  A

I know that JCPenney, http://www.jcpenney.com , specifically has a
pretty big selection of clothing in the size range you're looking for.
 Locally (to the US), Sears carries plus sized clothing in their
stores.

There are also some hip clothes at http://www.plussizegirls.com/ and
http://www.gfla.com/ .

My suggestion would be to take her to the adult petite sections of
department stores and buy larger sizes.

A preteen girl who is larger than a 16 would probably be more
comfortable in clothing designed for adolescent girls, since heavy
preteen girls often have some breast development which would make
children's sizes too tight across the chest and back.
