Thanks for accepting my response as an official answer.
I'll repeat it here, for the sake of future readers, and
add additional links, per your clarification:

I doubt you will find a site which updates the information
you're seeking on a monthly, weekly or daily basis. There
is a site which performs a comprehensive survey about every
six months, called the Internet Systems Consortium. You can
see a graph charting the increase here:
http://www.isc.org/index.pl?/ops/ds/
They have a detailed host count here:
http://www.isc.org/index.pl?/ops/ds/reports/2005-07/
As you can see, there are currently 353,284,187 active
domains on the internet, up from 317,646,084 in January
2005. This means that the current growth rate is about
5,939,684 sites per month, or 197,989 sites per day.
There is no way for a website to track that kind of
change in real time, much less provide you with the
IP addresses or domain names of the new sites.
However, you can purchase a CD or DVD as noted on this page:
"This data provides an in-depth look at the active domains
on the Internet. Unlike domain information from the InterNIC,
which includes domains that may not be in active use, the
Domain Survey only lists domains that are supported by a
DNS server on the Internet.
Datasets consist of lists of IP addresses and corresponding
domain names, and are available for all top-level domains.
This huge, unique compilation of IP addresses and domain
names is essential to anyone doing analysis of the makeup
of the Internet.
All data is provided on CD-ROM or DVD in a format that can
easily be imported into most popular databases and is priced
at US$ 2,500. An annual subscription (4 surveys) is available
for us$7,500. Please note that this package does not include
the right to resell the information in an unprocessed form."
An educational discount may be available for educational
institutions.

Now, for additional sites that specialize in new sites...
"Goofresh is a way to search for sites added today, yesterday,
within the last seven days, or last 30 days."
Use a search term to narrow your results:

"Netsurfer Digest is an e-zine bringing cyberspace directly
to your mailbox since 1994. Subscribe and every week we will
bring you a hot-linked HTML gateway to a selection of neat
online sites."

"A one year subscription to Netsurfer costs only $20.00 USD."

Google Alerts allows you to receive alerts based on new
sites which feature a keyword or keywords you select:

The Yahoo Directory lists the latest new sites to be
included under Yahoo's umbrella:
