Why can't I get a quicktime movie (H.263) to work on Windows XP

If you really want to use quicktime to view H.263 Movie Files, you
could try making sure what version of quicktime is running on Windows
2000, and making sure you have the same version as this, and if so
either try reinstalling or updating to a newer version (if available)

If you dont really care what media player you want to use to view the
movie, you could try downloading a Windows codec from here:

http://www.free-codecs.com/download/ACE_Mega_CoDecS_Pack.htm

As this codec pack includes a Microsoft H.263 Video CoDec 5.00.2143.1
