In essence, I would like to know the market size and characteristics
(growth etc etc), of the first reponse hardware/software/IT market
that includes:

emergency communications management system
networking dispatch equipment
including network routing and switching products
PSAP-based 9-1-1 switches
call answering/management software 
ALI database software
reporting and monitoring software
radio dispatch systems
