I saw this film as a kid that made me bawl my eyes out.
It was set in the fifties, and was about a boy who adopts these little
puppy Labradors. The scene I remember is when he gets into a fight,
and he has to take off his backpack. The puppies in the backpack start
getting scared, and I think someone steals them. Or something.
Anyways, it was a great little film that I want to see again.

Does this sound anything like your film?
Puppy Tale (1954)
Jerry rescues a bag of puppies from the river. Most of them run
away as soon as Jerry releases them, but one stays behind. Jerry tries
to get rid of it, but ultimately takes pity and invites the frisky
runt inside, where he has to hide it from Tom, who keeps throwing it
out. A thunderstorm starts, and Tom takes pity on the pup, goes out
looking for it, and falls into the river himself, where Jerry rescues
him.
If not, approximately what year are we talking about?

Even though the film I'm after was set in the fifties (or
thereabouts), the film itself was not made in the fifties. I would
judge it to have been made in the late 70's to early 80's.
It couldn't be Puppy Tale if it was made in 1954, because the film I
saw was in colour.
Remember to look for the fight scene described in the original post.
