I am wondering what the legality of running an online Sports Betting
site in Oklahoma is?  Is it, just flat out illegal, or are there
certain methods that can be used in order to get such a website
running, without any legal loopholes and/or illegalities?

It is, in fact, flat out illegal.  All large gambling websites are
hosted from the bahamas or costa rica.  You'll eventually be out of
luck.
