We're looking for a free or open source web-based project management,
contact and scheduling application.  

Our requirements are: 
That it's actively developed (not just one guy doing it as a hobby),
highly
preferable that it's based on MS SQL Server, will sync contacts, tasks
and
scheduling with MS Outlook, prefer that it's MS IIS/ASP-based, or
run on Windows servers, however FreeBSD/Apache is acceptable.  

We have evaluated dozens of projects, and found PHPCollab.com to be
one of our
favorites. It does not, however, have the ability to archive projects
once they are completed -- only to delete them, which we are not fond
of. It's sync capabilities with Outlook are seemingly non-existant. 

We also find phprojekt.com a system with potential, however the
only Outlook sync we've found for it is PHPOrgaSync, which doesn't
appear to be very stable and requires mySQL.  

Last but not least, we've been evaluating PHPGroupware.com, which
appears to be a very actively-developed project, with many promises of
Outlook sync, but we
haven't found any that solidly pan out.

These projects are all based on PHP, that's not our preference, but it
appears that's what the majority are being developed in.  If you need
clarification, please don't hesitate to ask.

Our reasons for being "Microsoft dependant", are as follows:

On MSSQL:  We are already maintaining large and highly reliable MSSQL
2k servers. These are based on very solid hardware, and optimized for
excellent performance. I realize running MySQL is a "no-brainer", but
if we can leverage our existing MSSQL servers, this would both
out-perform any other solution, as well as not require any additional
maintainance or backup routines.

On Outlook:  We've found that this is the most flexible PIM client,
and is already on the desktops of many of our users.  Syncing with
Outlook will give us an automatic conduit to PalmOS, PPC, WinCE, etc
.. pretty much every PDA or other type of client has a conduit to
Outlook.

I understand your concerns with attempting to sync with MS products,
and we have already evaluated and looked through most every script in
HotScripts.com in that category. Hopefully this clarification will
shed some light on our decisions.

It's an interesting question, and one I've peeked at briefly. It would
seem, however, that your semi-insistence on Microsoft dependency is
putting you in trouble. Many (if not most) open source programmers
subscribe to the ideology of free software, and thus don't have a very
high opinion of Microsoft.

If you branched out into looking at the
Linux/Apache/[MySQL|PostgreSQL] options, you might find a wider
choice. Have a quick look at http://www.amphora.ee/eng/ for instance -
it gets close to meeting your demands.

If you can open your reqs a little bit, check
http://www.hotscripts.com.  There you will find many, many groupware
application scripts for free as well as those requiring licensing.

Microsoft addiction not withstanding, it might still be worth looking
at http://www.freshmeat.net (the groupware category) to see if you can
find anything to suit (or nearly suit) your needs.
