I live in the Chicago area (zip 60615) and need a cell phone and
cellular plan.  Here are the criteria I would like met roughly in
order of importance:

1. Cheap cheap cheap plan!  Most likely no more than $40/mo + misc
federal charges taxes, but that's pushing it.  I'm hoping for $25 or
under; I know US Cellular has a $24.95 free incoming calls plan.
2. Best value for minutes.  I plan on making this my primary phone.  I
might make outgoing calls averaging 10 minutes a day overestimating. 
However, I don't want to be restricted by inbound calls; free incoming
is almost a must unless the deal is otherwise amazing.  Free
nights/wkends are nice too, but inbound calling is paramount.
3.  Minimal fixed costs.  I'd like to get a free phone and no
activation fee.  The phone just has to work.  If this is not possible,
if you could point me to the cheapest, best value phone that would
work with the plan, I'd appreciate it (and the plan with lowest
startup fee).
4.  Obviously, all else equal I'd like the best value (more features
than less, cheapest overage charge, etc).

I'm fine with pay-as-you-go or contract, whichever is the better value
is desired.  I don't roam around often, I'd like caller id and
voicemail if possible and cheap, but other features aren't important
to me.  Please be thorough in examining all available Chicagoland
plans.  Please feel free to ask questions and I hope to hear from you

If you could also say which plan is best if I didn't use my phone as
my primary line using the same research, I'd appreciate it.
