Pre-1981 VIN numbers like the one you gave are broken down thus:
1st digit = GM division or make of vehicle
2nd digit = Series/model
3rd digit - Engine type
4th & 5th digits = Body style
6th digit = Year
7th digit = Assembly plant
8th through 13th digits = Sequential production number
For the VIN number you gave, here is the information:
1 = Chevrolet
1 = Series II Nova
4 = V8
27 = 2-door sedan
8 = 1968
W = Willow Run, Michigan
247061 = Sequential production number (begins at 100001)

There are also fee-based services that can provide additional
information on older VIN codes. One such service is "Classic Car VIN
Decoding" on GreatOldCars.com. However, although they say they can
often such additional info as transmission, rear axle, paint, trim and
options, they do caution that not all information is always available
for all makes/models. Also, the information I?ve given you IS what is
available for VIN numbers. But apparently more information may be
available from the number on the ?body plate.? Here?s a quote from

purpose was to give an accurate description of the vehicle when mass
production numbers were starting to climb in very significant numbers.
