First question (and I know it can be hard) does your cousin speak
English or French? I don't mean can he order a pizza but can he hold a
complexe converation in English or French? (This is not meant to be
rude but in Canada if you want to work in an public industry like Tv
then you HAVE to read/write/think/ and speak Engish or French) If not
then your likley not going to be able to get him in based off
industry.

If he can then he'll want to apply to can based off being a skilled
worker: http://www.cic.gc.ca/english/skilled/index.html

In Canada you can only immigrate on the grounds of being a Skilled
Worker, Entrepreneur/Investor, Family or Refugee.
