In what state do you, your daughter, and your daughter's boyfriend reside?

Is your daughter close to turning 18 years old (after which, I
presume, she would not be a minor)?

Are there any other facts that might help us to understand the
situation (without revealing any personal information, of course)?

You need legal advice. If you qualify, free or reduced fee legal
advice may be available by contacting your local bar association. You
need to involve his parents and perhaps the department of social
services. Your daughter needs counseling so she can come to the
realization that her conduct is detrimental to her well being, her
health and is self-destructive. Have you talked to a counselor at her
school? They may be able to point you in the right direction.
