I have a CD-R that I'm trying to view.  The application used to view is
CD-VIEWER.  I get no response.  I'm running Win XP Pro

If the CD-Viewer program you're referring to is the one on
the following page, it can't be used to open a CD you made
previously and view the images on it:
http://www.cdviewer.co.uk/Default.htm

It's designed to be added to CDs that you create from now
on, embedding the program into the CD so that it will run
automatically, and show slide shows of the images you put
on the CD with the program.

There's a tutorial for the use of CD-Viewer starting on 
this page of their website:

If that's the CD-Viewer program to which you're referring,
and this satisfies your interests in asking the question,
let me know, and I'll post this as a formal answer.

If you're referring to a different program by the same name,
let me know that, too.

Same name but doesn't help.  The file system on the CD is CDFS.  I
thought the solution would have been to "associate" it with another
program to open it.

I tried adding the CDViewer to the CD-R but it won't take.  The people
who produced the CD insist it works because they ran it.  They suggest
I try another computer.  I will try that today. In looking at files on
the CD  there's a file called CDVIEWER.CAB 2421 KB.

Even if it's not the same program, it sounds similar.
The problem may be that your computer is not set up
to play CDs automatically, using the autorun.inf file
visible in this example image:

But, as in this image, there should also be an executable
file (.exe) in the CDs main directory, such as the one
shown in the image, CDViewer.exe and clicking on that
should start the slide show.

What file type is the image you're trying to view? Go to Windows
Explorer and see what the file type is.

In viewing the folder there is no executable file.  There's a file
called cdviewer.cab.  I see about 15 files with a gif extension each
1kb. Other file extensions - css, dtd, htc, htm, jse, js, xml.
