Sound card is Audigy 2 but with total static.... how do I fix this ??

You don't say if you're running the output to your home
stereo system, but I suspect you are. Have you tried 
grounding the system to which you're sending the output?
Checking all connections and checking that the card is
fully seated may help as well.

I am not connected to any system other than the computer. I have
updated both sound driver and bios and have changed slots for the
sound card.

The next logical step would be to test the card in another
computer. Perhaps a friend will let you temporarily install
it to see if the symptoms repeat themselves, or perhaps this
could be done by a technician in the store where you purchased
it. It may be that the card itself is defective and, if under
warranty, can be replaced.

Let me know where this takes you...
