The headlights on my 2002 Toyota RAV4 go out intermittently, even when
it's parked with the engine off and nobody touching it.  After a short
while, the headlights will come back on again with no intervention. 
When the headlights go out, the high beams will work as expected. 
What can I do to troubleshoot and resolve this problem at minimal
expense?
