How do I buy a vehicle brand new from any dealership without paying tax and tag? 
These cars is for export,

Dealer offered to place cost of tax,tag, in a Escrow with DMV or Tag
department in Florida,  refund on sight of bill of laden when car was
exported. Is this true or false,

If true explain steps.

That sounds reasonable to me, the dealership wants to confirm you are
really exporting the car. Get it in writing. I'll do a quick search
for you, and if I find anything quickly, I'll post back.

The gist is, car manufacturers and the state of Florida don't want
people buying cars and exporting them to other countries. There's a
law against it, although I didn't read the article to find out what
the law change is, and it may not apply to a private citizen that
wants to buy a single car and move it to another country where they
will continue to own and drive it..

Thank you for the reference, 
I don't need any more information on why I shouldn't export, I have
been exporting for five years, I think this method with the escrow is
false,
Some dealers require tax some don't, its hit or miss, the idea of a
escrow just made me think there was a procedure I didn't know about
the was a consistent way to not pay tax,
