What ist the best way to compress a jgp to a jpg-thumbnail keeping
good quality at a minimum amount of picture-size.
I need a developer-tool that works with php. 
Is there anything better than gdlib and imagemagick or are there any
tricks to get the best results with one of them?

Have you looked at phpThumb?

"phpThumb() uses the GD library  to create thumbnails from images
(JPEG, PNG, GIF, BMP, etc) on the fly. The output size is configurable
(can be larger or smaller than the source), and the source may be the
entire image or only a portion of the original image. True color and
resampling is used if GD v2.0+ is available, otherwise paletted-color
and nearest-neighbour resizing is used."

Although it uses GD/ImageMagick it does provide a simple class that you can utilize.

phpthumb sounds not bad to me, but does is bring me really a better
output-quality (maybe by the mentioned resampling), or is it just an
automatization tool.
The unsharp-mask-possibility is a plus anyway...
GD-lib 2.0 is available, as well as php4.3
