Buying text links for SEO definately helps, albeit at the oppropriate
pricing to suit your budget. Buying your way to the top can be a huge
money pit, obviously as the amount of competition today online is
infinate.
Patience and persistance always wins, and which is rare today but with
expense balanced against time anything can be achieved. Content still
holds strong in being the main attraction and main stayer as valuable
information and interest for users is what it's all about, wouldn't
you say?
We use google adwords and it is interesting to watch through stats all
the action happen around our pricing stops.

Looking for more links or exchanging? We at
http://www.auctionia.com.au are not at the top but are always looking
for valuable exchanges and networking.

Inbound links are important however only links that are related to the
subject content of your web site will be of value to SEO.  Paying link
farms or FFA sites are not good inbound links and thus should be
avoided.  Content is king and after posting to even some of the
smaller search engines, spiders will find you and links will be added
to your pages.

The best way to get links to you is to provide pages of content that
related content sites would want to link to and thus the magic is that
it will happen.

Buy text links only if you intend to keep them long term. A link from
a high PR site will get you crawled and listed quickly. Should you
drop the link after a few months then you can expect a drop in your
listing and your ranking. You can however spend this time building up
links more naturally so the drop will be smaller.

Google are aware of this technique obviously and they're implementing
counter measures. If they haven't already. The patent revelations
earlier in the year disclosed the fact that Google now track a site
over time, they store a history. If you participate in underhand
techniques or try to manipulate your rankings they will spot it and
you'll loose 'Google points' :).
