The answer must be split in two parts:
1) The website is owned by an actual registered US company. So in that
regard, it's not a scam.
2) This and other similar websites owned by the same company seem to
be used for dubious purposes that bear certain similarities to scams.
As for 1), I checked who the owner of the domain "16earn.com" is. And
this is the result:

I also noticed this at the foot of the website: "All images, copy and
trademark names are Property of Guerra Communications, LLC". Another
company name, but also conncected with the name "Guerra".
With that knowledge, I searched the database of registered Texas
companies. The results are very interesting:

As you see, "Sam" Guerra is actually Salvatore Guerra, and he
obviously owns both companies. They do really exist, albeit Guerra
Communications is not in good standing.
Nevertheless, they seem to be a scam. The only purpose of those and
similar websites by this Mr. Guerra seems to collect personal data
that can late be sold to anyone who is willing to pay for it. At Focal
