Dear tubu2,

Thank your for your question. Your question said that an email or
online address was sufficient and I am supplying this now. An
application for a birth certificate is usually submitted to the
relevant county office, thus it is their records that are most
important. Illinois also provide an online searchable database.

Which County Office?

According to the Official City Sites, West Harvey is in Cook County:

Cook County Certificate requests can be made in person or by mail or
by phone with a credit card.

Email: dorr@cookctyclerk.com (from the FAQ)

Here is the online database:

Unfortunately, I could not find a match for your mother's record here,
so I have emailed the Cook County office asking whether it is worth
applying for a certificate.

Please confirm that this is the correct West Harvey.
Please confirm the spelling of your name - I there was a just an extra

Dear tubu2,

The county clerks office came back with an answer very quickly:

"If you are sure she was born in cook county we would have the birth
certificate. If you are not sure you can still fill out an
application but you would still be charged a fee for the search even
if we were not able to find it. You can call the vital records
department at 312-603-7790 and see what else they might be able to do
for you."

So it seems not to matter that the record is not in the statewide
database.
