In USA - are there individuals / entities that act as brokers when corporate
bonds are offered? Even if an investment bank may be issuing the bonds
- do some individuals / organizations act as brokers either between
the investment bank and  purchasers or the organization and the
purchasers?

Yes, there are brokers involved: it's how most individuals would make
their purchases.  But an investment banker may also sell the bonds
directly to another institution:

I understand that typically a corporation wishing to issue bonds would
use an investment bank to do the issue, and that brokerage firms would
buy and sell bonds on their own or on behalf of clients. Is there a
middleman (or broker) between the investment bank and the brokerage
firms when bonds are being issued? Or not?
