What are the actual DOT and EPA requirements for the 50cc scooters?
How do I know who meets the requirements?

Howdy paintmeterman-ga,

- Do you mean sub-50cc (49cc, etc.) scooters?
- Did you know that at least the EPA regulations might change in 2006?
- Did you want the proposed 2006 EPA regulations?

You ask "How do I know who meets the requirements?" and it would help if
that was clarified.  Did you want a list?  Something you could check in
person while shopping?  The proper question to ask the maker?

Thanks you for a fast and precise reply. here is exactly what i am looking for.
1.  The EPA req. for sub 50cc both current and 2006 (I did know a
change was coming)
2.  The EPA req. for over 50 cc scooters
3.  The DOT requirements for the sub 50 cc and over 50 cc scooters
4.  A list of those currently in compliance--if it is available. I
realize that there are stickers affixed to the bike if it is in
compliance.

I am in the automobile business (paint meters) and am considering
selling a line of bikes(high quality) from China that does not have
significant distribution in the US yet. They tell me that sub 50's
have no requirements.

I forgot the most important part of the question...what are the exact
duties on the under 50 cc scooters and those from 50-175 cc.  thank

A few more things, please.

- Will the scooters be able to exceed 20 MPH?
- Will the scooters be intended for "on road" or "off road" use?

Also, for all of the work that will need to be done, the amount
you are offering might not be enough to provide the detail that
it appears you are probably expecting, as your current queries
are far expanded beyond your original question.

Thanks again! Accurate and thorough answers to the questions are worth
another $25.

However, you may be headed in the same direction that led me to you in
the first place. I did an EPA and DOT search.  Peope are "playing
games" on the 20 mph and the "off road" issue. It appears that the
customs people are looking the other way, but some stories are
beginning to surface about shipments being held and scooters being
confiscated. It "appears" that until 2006, people are playing it
pretty loose.

The dutires, that i added sem to be simple. the chart shows zero
duties...but...the last column in the duty chart shows 25%...but does
not show what the 25% is for.

My guess is villages, towns and cities are free to put restrictions on
the use of these vehicles or even lean on the stores that are selling
them. That may have happened where I live as we hear one about one per
week compared to three per hour 15 months ago. Typically they are as
noisy as power lawn mowers.   Neil
