I'd like to know the number of times the flag has been lowered to
half-mast per year during Bush's presidency vs. the years of other
recent presidents. Cite your sources, please. If these occurences are
indexed, that would be great. The results need be for US only. (Canada
also lowers their flags in times of mourning.)

There is no answer at this time.

I realize this is not the answer you are looking for, but I found this
interesting and you may as well. Check out this link:

http://www.usflag.org/nffhalfstaff.html

It discusses when, by law or presidential order, a flag is allowed to
be flown at half staff. Many times, a flag flown at half staff is
done so, for lack of better words, illegally.

Yes, here is the Public Law. You just can't have people doing
anything they want with the Stars and Stripes. For better or worse,
the law does not include any penalties for non-observance.
