I am looking for a comprehensive map of New Orleans clearly depicting
the location and names of all levees. The location of the breaches is
not important. Preferably in PDF format, but other formats are fine as
long as all levees are clearly identifiable.

Here you go. This is by far the best and most detailed map of the
levee system I could find. In fact, I was so amazed at the level of
detail and information myself that I studied it for quite some time
and almost forgot what I was supposed to be doing. I eventually
snapped out of it and bookmarked it for later reference:
