From what I've been able to determine, these beads (now powder)
were invented in Japan and may currently only be manufactured
in that location. Here's an article on OfficeResort.com which
is a website owned by CAVAY, Inc., a company of which the
president and CEO is the originator of the concept, Yoshinori
Kawabata. The article explains the difference between normal-
sized beads and the micro-cut polystyrene powder:

Since CAVAY is a retailer, they may not be interested in
selling the powder beads on a wholesale basis, but you can
always ask. Contact information is on a this page from
SalesSuccessMagazine.com in an article about the company
written by the Mr. Kawabata:

I open one of those snugglies, and the beads are very tiny and sticky
to touch. Are we talking about the same material? Would they actually
be called PET chips?

I doubt it. PET chips are extruded to create plastic bottles:

A search for "PET chips" and pillow returns no edifying
results.

I have a small amount of micro beads taken out of one of the
snugglies, can I send you some to clarify if we are talking about the
same beads?

Personal contact between researchers and customers is not permitted
by Google Answers. You might consider uploading a photograph to a
site such as PhotoBucket, where you can get a free account, and
post the link here, but I'm not sure the photograph would be of any
real use in determining the composition of the beads.
