I want to develop the animated version (eg, cartoon) of several
English language lessons scripted under a new methodology, developed
by us. The methodology teaches a language through special types of
plays (4-7 min) and skits (30 min). The lessons are about day-to-day
situations and characters required are Mom, Dad, doctor, office
manager, restaurant owner and children etc (around 9 years). Location
used requirements are living room, kitchen, backyard, office, clinic,
restaurant.

The lessons will be meant to teach English language. The characters
speak standard American English.

QUESTION
1) Where in the world I can get a good combination of quality and
value for the animation artists? What are the usual rates for the
animation artists?
2) For the animation video besides, the artists, is there a need for
other technical people?
