I have UTF-8 error message, which contains non-ASCII characters, but
when I display it in windows console, it can not display it correctly
even after I set the encoding to 6501 by chcp command. example:

message: Çánnót áççéss áný díréçtórý ín páth

shows up as: nn ss n drtr n pth
