Are there any free resources or directories on the internet listing
all towns and cities by state in the united states?  I just need to
know the town and city names, not details on each town.

I'm glad I was able to find what you were looking for. After further
research, I also located the following site that lists all the cities
and towns in the US in a text format:

http://dl4.rapidshare.de/files/4362250/91682468/City___State.txt

I obtained this file following these steps:

At this site: 
http://rapidshare.de/files/4362250/City___State.txt.html

Scroll down the page and click "Free".
Wait about 15 seconds and then click "Download: City___State.txt".

This will take you to the list of all the cities and towns in the US.
