A "bank" called offering a master card with stipulations -  did not
follow through.  Did not write down name of "bank", but have a
toll-free number for their "customer serivce" -- get no answer.  Can
you help?

post the telephone number here, please.

Just a thought regarding response,
if their customer service doesn't answer before you have joined them,
it doesn't speak volumes for their problem resolution service for
existing customers?
