The seperation of powers and checks and balances which came into effect on 
March 3, 1789 happened at 11:59 AM. Why was the time 11:59 AM so 
significant? Why did they chose this particular time of day?

are you certain about the time of day? Is it possible that, instead of
11:59am, the time was actually 11:59pm (or 23:59, one minute to
midnight)? In that case, there would be a possible explanation. Maybe
you could provide me the source for the date and the time. Any
additional information could prove helpful.
