Can a company registered in one of the European countries provide
online services in USA without being registered in any of the 50
states and charge Americans for it?

The answer to your question is yes.  European companies can and do
provide online services anywhere in the USA, although certain legal
restrictions apply.  Services provided are subject to the laws and
regulations of the state, locality, or territory in which the services
are used by online consumers in the U.S., its territories and
possessions.  International laws, treaties, trade agreements, and
reciprocal agreements governing trade, commerce, and intellectual
property may also apply, depending on the European country within
which the company is operating.  Be aware that this is a complex
topic.  The specific service to be provided, the terms and conditions
of its use or consumption, and the intended purpose of the service may
