Public record is free domain, from what I've heard.  My sis intends to
marry a man who has been divorced 3 times. I was told confidentially
that he is an abuser and has been in jail for battery charges as well.
My sister is very wealthy and I am very concerned. Is there a way to
obtain online info with regard to his previous divorces (i.e.
complaint, settlement) & whether he has even been convicted of
criminal charges?

The information requested is for New Jersey / New York - he lived in both areas.

Public record sure is free domain :0)  Have you tried to seach online
for your local entites circuit court records that might be available
online? You didnt mention your city/state or the city/state that this
guy is from, but with that info (not his name or personal info) we
could try to locate this information (the serach site needed) for you.
I know here in WI we have a real nice database that will tell you all
kinds of useful stuff related to family court/small
claims/arrests/etc... I am not a researcher, but wanted to offer my
.02.
