Correction, on second glance there do appear to be nominal charges for
the use of this service but it's probably much cheaper than long
distance telephone calls.

I doubt that you can get a single toll free number which is valid
across all countries. However you can get multiple toll free numbers
for different countries and have those forwarded to a particular
number of yours.

Perhaps it is possible to get a reverse charge number that is works in
some countries.
