I am the admin of a small company network.
We would like to force all users to store their files (*.xls, *.wpd,
*.txt, etc)in the servers mapped drives, not in their c: drives (for
easier backup and control).
Also, we would like to restrict them from changing any installed
software (add/delete) in their drive c:/.
Is this possible ?

I tried to look up the given site but the donwload trial links did not
work and the programs were dates 2001 or older. It seems that the
software is not up to date. Neither the link to the FAQ worked.

The description of the suggested software (On Guard) seems to be
exactly what I need but I could not try it or trust such an old
reference.

Sorry, lets keep looking

Okay, have a look at Fool Proof:

"Fool Proof® is used in more districts, more schools
and by more teachers than any other desktop security
 software available today."
