The answer of 15 digits , 13 plus a 2 digit key. Is the key at the end
of the 13 digits or at the beginning? Are all the digits numbers like
in the USA social secuity number or are some of the digits alphbet
letters?

As indicated in the English-language article and confirmed in the
French-language articles, the key is at the end.  The digits are all
numbers for most citizens; however, for persons born in Corsica, digit
7 is the letter A or B.
