1. Seeking provenance and copyright status of these maps
AND EITHER
2a. Location of copies in libraries in SoCal or whatever's nearest to SoCal
OR
2b. Downloadable copies available in the public domain or under some
license like GFDL or CC.

I suspect it's something similar to, or simply an early version of,
the <i>National Atlas of the United States</i>. I'm guessing it's
mid-20th century, based on the use of terms like <i>Negroes</i>.

If you navigate number by number, it's reasonably clear they're all
from the same source--same typography, same sepia paper (mostly), the
circled category letters, etc.
