I'm trying to find the name of a movie that was released in the early
1930's. (Maybe late 20's but doubtful). The only information I have is
the name of a dog in the film. "Sooki" or "Suki" or "Suke", some
variation of the name, but pheonetically it was sook-ie.

How did you learn about this movie and the name of the dog?  Perhaps
that information will help us to figure out the name of the movie.

Are you sure it was the dog named Sooky? If not you may want to check this one out:

Skippy (1931)

In this film based on the popular comic strip, Skippy interrupts his
usual routine of finding loopholes in his parents' rules when he makes
friends with Sooky, a boy from the other side of the tracks. The two
boys have three days to come up with a way to pay for a license for
Sooky's dog and keep the dogcatcher from putting him to sleep...
