I have had this problem for weeks. It is not my HP Officejet 95
answering it, it is some other device. I uninstalled Phone Tools, the
problem ended -- until I rebooted.

The question as you've posted it is kind of confusing.  It would be
helpful if you explained more about what you have, what's plugged in
to the phone line, and how everything is connected.

I'll take my best stab at it though:

Modems can be set to automatically answer the telephone after a
certain number of rings, but they have to be specifically configured
to do so every time you turn them on. Most modems come with a slew of
software that you really don't need and that does annoying things like
put your modem in auto-answer mode when you start your computer
(presumably to receive faxes).

Often the easiest way to stop a piece of software from doing that is
to change its configuration settings to not do auto-answer. Easier
said than done, though, as each program is different. Usually those
options are available from an "settings" menu or something like that. 
The documentation that came with the modem should tell you where to
find it.

The other way is to simply stop the software from loading at startup. 
Check the "Startup" folder in your start menu.  If is't there, simply
remove it and you're done.  If it's not, that means it's probably in
the registry.

Editing your computer's registry is something that you shouldn't do if
you don't know how, so you'll probably want to get your town geek to
come help you. The location of where the entry would be is:
HKLM/Software/Microsoft/Windows/CurrentVersion/Run

If it's not in the registry, it's started by the Service Control
Manager--but the chances of that are so slim that I won't even bother
explaining it.
