My father is 68 years old. I am supporting him and he has no income.
Where can I find an affordable health care plan for him. He splits his
time
between the following two zip codes: 10516 and 92262
I have tried to put him on my health plan and work and called other
plans and they won't accept him - they are not asking about
pre-existing conditions, but when I mention the age it becomes a
problem.

My father is not a citizen. I am. I am sponsoring him. He has applied
and will no in 2 weeks if he qualifies.

Yes, my father may be able to get on Medicare, but my understanding is
that Medicare is fairly limited so I wanted to find a comprehensive
health insurance plan.

Under some circumstances, noncitizens can qualify for Medicaid:

"ALIENS: Many noncitizens (aliens) are eligible for Medicaid or
state-funded programs which provide the same scope of medical care. 
Questions and applications for this population should be directed to
the local Community Services or Home and Community Services Office."

You may want to try medicaid or medicare and then look for
supplemental insurance. I suggest you try calling AARP Health Care
Options and seeing
what advice they can provide. AARP is a membership association for
Retired
persons. Actually, they accept persons age 50+. While they might
be slanted towards their options, they are a respected organization
and
might be able to provide some valuable options or information even if
you are not a member.
