On Windows XP how can I permanently get rid of MicroSoft's intrusive
'Send/Don't Send Program Error Message'?

You could do that by setting in your registry

Open your registry and find or create the key below. 
Create or modify the DWORD values below and set them to "1" to enable
the setting or "0" to disable it.

DoReport - Enable error reporting 
ShowUI - Show user interface 
IncludeKernelFaults - Include kernel errors in the report 
IncludeMicrosoftApps - Include Microsoft applications in the report 
IncludeWindowsApps - Include Windows components in the report 
Restart Windows for the changes to take effect. 

Default would be the following
  (Default) REG_SZ (value not set)  
  DoReport REG_DWORD 0x00000001 (1)  
  IncludeKernelFaults REG_DWORD 0x00000001 (1)  
  IncludeMicrosoftApps REG_DWORD 0x00000001 (1)  
  IncludeWindowsApps REG_DWORD 0x00000001 (1)  
  ShowUI REG_DWORD 0x00000001 (1)

Set them to disabled (0) to disable error reporting.

I have copied the same info twice in the last lines. Please ignore them.

Right Click My Computer (on the desktop) and choose Properties.  On
the System Properties dialog that is now displayed, click the Advanced
tab.  On the bottom of the dialog, click the "Error Reporting" button.
 Choose the radio button next to "Disable error reporting".  Click Ok
to accept.  Click Ok on the "System Properties" dialog box to close
it.

I you follow as per the comments given by kcherasaro-ga, the DoReport
value would be 0. [disabled].

Hi,
 As it is recomended to modify anything in the registry, u can try this first.
 
 1. right click the "my computer" icon and click the "properties" option
 2. You will be having a "system properties" window, there click the "Advance" tab.
 3. In the "Advance" tab click the "error reporting" button and make a
check mark in "disable error reporting" and if necessary also make
acheck in the "but notify me when critical errors occur" and click pk
button and restart the comp once.

 You can stop the messaging by this process but i think its due to
some virus or spyware present in ur comp. if u remove it, it
permenantley removes the proble.

Click Start-> Run and type services.msc
Disable "Error Reporting Service" and restart comp

U will never get that msg again

System properties. Then got tab advanced error reporting is at bottom.
Then simply disable it.
