Clients?  Is this from as school text book?  "Clients" has a positive
connotation that one does not usually associate with welfare
recipients.

Reforms in what way??

If the reform decressing, in general, the amount of money per welfare check then
 ->People who get welfare are likely to lose housing, have incressing
problems getting food and incressed credit
   ->End up with Poor get poor

If the reform decressing, in general, the amount of time, welfare is given then
 ->People in high risk jobs will likely become more fincinal unstable,
people who have been unemployed for a long time will lose a fincinal
foothold, incressed fear of job lose in socity
 
If the reform decressing the number of people who can get welfare then
 ->Losing of income to high risk people and families, incressing in
lieing to get welfare

Clearly the oppsite happens if the reforms incress the welfare
