Looking for a list of five or more vendors for the following purpose:

We need to find a (preferably) open source document/content managment
toolkit/api we can purchase and embed in our web based product:

Key features:

This is a web based "Document Management" tool _not_ a web site
manager. e.g. not Interwoven. More like Documentum or Hyland OnBase.

However: We need something that we can "own" and update. We really
want a simple API that is basically a collection of DB and Filesystem
routines that provides a IIS .Net web services interface and provides
us a black box content management approach, handling the DB calls,
placing the documents onto the file store ect. Again this would be
used for storing documents and not for web site management. Another
key point is that should be a "server" process that can run on windows
2003 and doesn't need various other process servers configured to
support it. Price point for purchasing the solution should cost us
less than $1,000 per web server or $50,000 or less for complete
ownership our copy of the SW.

Not an easy question, and probably requires a lot of industry
knowledge (www.aiim.org) but I'd love it if somebody could solve this.

It's been bugging me for a while.

Hmm, this is interesting. Something like what we are trying to build as a complete
 product. I still need the blackbox toolkit API though.
