Is the British WW1 recruiting poster of General Kitchener saying 'Your
Country Needs You' copyright in England, specifically for putting on
T-shirts to be sold for profit?

UK copyright lasts for 70 years after the death of the author. so it's
no easy task to know if copyright is still in effect or not.

Copyright on government-published materials are sometimes waived, but
who knows if this is the case for your particular poster.

Someone has a good deal of research cut out for them in order to
answer your question.

you are in luck.  The poster was drawn by Alfred Leete, who died in 1933:
