The short answer is the Big Ten over the SEC and Notre Dame by 3 or 4.

The long answer:
The National Championship has been voted on since 1869. Only the Ivy
League played football then. From 1869-1930 football was the sport of
elite schools such as the Ivies, West Point, Michigan and a few
others.

Schools change athletic conferences. Penn State won the National
Championship in 1982 as an Independent. They now play in the Big Ten.
Texas Christian won in 1938 and Texas A&M won in 1939 but don't play
in the same conference as back then. Several winners that are now in
the ACC played in other conferences when they won.

As the prestige of winning the "National Championship" increased more
entities have been created to vote on it. There have been ties
numerous years as rival organizations vote on the winner based on
strength of schedule and bowl games.
