I have a PayPal account, but I live in a country where I can only
withdraw to US Bank Account, which I don't have. I also cannot apply
for PayPal ATM card or virtual card. So I'm looking for a reliable and
safe method of transferring funds form PayPal to other e-currency,
namely Stormpay, Moneybookers or E-gold (just one of them is
sufficient for the answer).

I found some "exchange" sites, but after digging some time I found
negative comments from users on all of them. It looks like most of
these exchangers are pure scammers. Therefore I need a method that is
safe and reliable, by which I mean good business record and/or
positive feedback from various users. I don't mind a commission if
it's less than 15%.

Could you give us the list of the "exchange" sites that you don't
like, this request is to avoid give you an answer that you do not
want.

Paypal, by their terms of service, does not allow agents.  They will
shut down any account dealing in Paypal-->e-gold exchange or similar
e-currency.  So no reliable established agents will do that
transaction for you.  However, you may find some smaller fly by night
outfits of small unknown ones that will advertise they make that
exchange.  Some can be found in the "New Exchange Agents" category in
the Gold Pages Directory:

If you are looking to take a shot with a small one time exchange you
may find one in Russia.  Client beware:-)  This type of transaction is
NOT a regular part of any business.

In ex-USSR countries we have a system of virtual money named WebMoney.
It is very much spread and is proven to be reliable.

you can find a list of exchange services, suggested by owners of that
system (i would really trust this list)

the columns indicate different e-currencies, so you can choose one you need.
