I want to build a pvr/media center using my computer.  I want to have
Tivo like features.  What is the best TV capture card with on-board
hardware MPEQ2 encorder and the best free pvr/mce software with free
catv program guide for windows XP?

SageTV works great and has lots of features.  I think this is just
what you are looking for.  The Hauppauge cards work great and have
on-board hardware MPEG encoders.
