I am attempting to determine whether deploying a Windows application
written in C# using WinForms is "production-ready" on platforms
earlier than Windows XP SP2.

The .Net Framework is available for the following platforms:
Windows 2000; Windows 98; Windows 98 Second Edition; Windows ME;
Windows Server 2003; Windows XP  (from msdn.microsoft.com)

I am looking for expert advice or anecdotal evidence that could be 
used to assess the quality of the .Net framework on all platforms
before Windows XP. In particular I am looking for:
  * limitations on use of .Net on those platforms
  * names of products and sites that are deployed in C# using the platforms
  * anecdotal evidence from discussion forums 
  * anything that could bear on the risk assessment of the C# over
.Net platform on Windows versions earlier than Windows XP.
