Americans of every stripe are angry at the bumbling response by our
federal government to the Katrina devastation. Weeks after Katrina
made hundreds of thousands of Americans homeless across several
states, Washington seems more concerned with laying blame on the state
governments than on providing leadership and solutions.

The Republican Party seems more concerned with managing the public
relations and media fallout over the lack of government response than
in delivering temporary housing solutions to the displaced. It is a
disgrace that four years after 9/11, and spending billions of dollars
on Homeland Security, the United States is today less able to provide
emergency relief to American citizens who are desperately in need.
Enough bickering. America needs leadership.

Is the argument inductive or deductive? How do you know? What are the
premises and conclusions.
